Engstrom Trust

Within the Engstrom Trust, where laws were mostly dictated by the mega-corporations or the underworld, the need for a special type of enforcement agency came about. Enter the Reclamation Apprehension Coalition.

The Coalition was a separate business that was started in the Engstrom Trust during the days of the Cold War between the Republic and the Sith Empire. Agents of the agency were essentially Bounty Hunters anywhere else in the galaxy, but within the Trust, they were contract law officers that superseded local law enforcement. They had jurisdiction anywhere within Engstrom space. The Reclamation Agency did not concern it’s self with the day-to-day enforcement of laws, however. Their real purpose was the pursuit and apprehension of individuals who had warrants issued by corporations and other entities within the Trust.

Under an amendment to the Engstrom Trust charter, the Reclamation Apprehension Coalition was formed to operate with Trust space. Known as the RAC within the Trust, the agency was tasked with apprehending wanted individuals to bring them to justice. The RAC was in charge of licensing, monitoring, and disciplining agents operating through the agency.

The main code followed by all agents of the RAC was “The warrant is everything.” Agents of the RAC would accept warrants dispatched from their “handlers” and then track, pursue, and apprehend the individual that had the warrant. Warrants of Level 1 nature were often issued for petty offenses while Level 5 warrants were said to be kill orders. Agents had to be specifically licensed for each level of warrant in order to actively pursue the warrant. Agents tended to be very skilled and very competitive with each other.

By the time of the end of the Republic and the Galactic Civil War, the RAC had suffered some corruption. For the right price, anyone could have a warrant issued on an individual. This saw elements of the underworld, such as the Twilight Shadow, using the RAC as a corporate bounty hunting system within the Trust. While most agents acted by the letter of the law and helped to maintain a sense of society, there were members of the RAC that knew the power of money and had no scruples about going after “questionable” warrants. This helped coin the term of “Killjoys” for RAC agents within the Trust.

The Reclamation Coalition was based on Caprica, with satellite offices on Cantre, Farport, and Phaedris. The RAC also controlled Brakir Station too.
